This is the hat insignia for an officer of the famous German steamship line, Norddeutscher-Lloyd (North German Lloyd). The company began operating in 1857 and was the major transporter of immigrants from Germany, Poland, Bohemia, Ukraine, Russia and the Pale. Its ships brought thousands of people to Baltimore, Philadelphia and other ports. They merged with Hamburg-America line in the 1990s to form Hapag-Lloyd, the principal German container line.
