This circle is the Mark III model 2, made by Lionel for the Bureau of Ships in 1941.

Designed to fit atop a compass, an azimuth circle is used for taking bearings. Most are made to precisely fit a particular compass model. This circle is the Mark III model 2, made by Lionel for the Bureau of Ships in 1941. The circle measures 10.25 inches across with a 9.74-inch (24.7 cm) inside flange. The device is solid brass or bronze, painted black. It shows its age but is still serviceable and complete and comes in its original oak, finger-jointed box.
